How promotion actually works in organizations.
A promotion is not payment for work already delivered. It is a bet that you will be adequate in a role that exists or is about to exist, ratified by people who mostly did not watch you work. Three conditions have to hold at the same time: an open slot, a sponsor willing to spend their own credibility on you in a room you are not in, and evidence legible to somebody two levels away from your work. Strong performance is the input to the third condition. On its own it is one of three.
The slot is a structural event. Headcount opens, a budget cycle turns, somebody leaves, a team gets too big and splits. This is why promotion timing looks arbitrary from inside: the calendar of slots is not correlated with the calendar of your effort. It is also why the same performance produces a promotion in a growing org and nothing at all in a flat one.
The sponsor is the part people miss. The distinction worth holding is between a mentor and a sponsor: a mentor talks to you, a sponsor talks about you. Advocacy is not free. Your sponsor is spending accumulated credibility, and they will spend it on the person whose case they can defend if it goes badly.
The evidence is whatever is retrievable at the moment the decision is forced. Your manager's memory is the ledger, and the ledger is lossy. A written record of what you owned, what changed, and what it was worth outperforms remembered heroics, because the case gets assembled under time pressure from whatever is at hand.
Promotion committees confirm; they rarely project. The working standard in most organizations is *already operating at the next level*, which has an unpleasant implication: there is a period where you do the work without the pay.
Bound it. Agree on what the evidence would have to look like, then set yourself a window. If the slot does not appear inside it, that is information about the organization rather than about you, and the correct response is to move the question to a different organization.
Scope is what compounds. Title is what scope gets called afterward.
